Школьное обучение с профессиональным уклоном, усиливающее связь между школой и тем районом (городом), где она находится. Министерство образования [Department of Education, U.S.] занялось этим вопросом в 1971 после волны социальных волнений 60-х гг. В 1977 Конгресс США принял Закон о поощрении профессиональной подготовки [Career Education Incentive Act], по которому были выделены средства на профподготовку в сфере начального и среднего образовании. В 1973-82 в соответствии с Законом о всеобщей занятости и профессиональной подготовке [Comprehensive Employment and Training Act of 1973], а с 1982 - в соответствии с Законом о партнерстве в профобучении [Job Training Partnership Act], федеральное правительство создало программы обучения на рабочих местах [on-the-job training], ориентированные, в основном, на молодежь из неблагополучных семей. Аналогичные возможности предоставляются и армией
